INTRODUCTION
The Town of Foster (the “Town”) is soliciting Proposals from clean energy finance consulting firms to evaluate potential virtual net metering and renewable energy growth projects on town owned land and make a recommendation on a virtual net metering and/or renewable energy growth tariff agreements and projects to the Town Council, that provides the greatest long-term savings and/or revenue to the Town. The Town anticipates receiving virtual net metering and renewable energy growth tariff proposals.
SCOPE OF WORK
The selected clean energy finance consulting firm would be expected to perform the following tasks:
Reviewing each of the virtual net metering and renewable energy growth project proposals. The Town anticipates that the selected clean energy finance consulting firm will require 2 to 3 weeks to review the proposals.
Providing a virtual presentation to town officials on the consultant’s review of the proposals. This meeting shall be 1 to 2 hours.
Participating in virtual meetings with each of the developers and town staff and preparing questions that the clean energy finance consulting firm will want to ask of each renewable developer. These individual virtual meetings with each developer will be 1 hour and will occur over a 1- or 2-day period.
Providing a virtual presentation and follow up observations to the town staff based on the interviews conducted with renewable developers. This meeting shall be 1 to 2 hours.
Providing a virtual presentation to the Town Council on the results of the RFP and the different developers and virtual net metering and renewable energy growth proposals. Collecting any comments or questions from the Town Council. This virtual meeting shall be 1 to 2 hours.
Providing a final virtual presentation to the Town Council on the recommended renewable developer to enter into potential virtual net metering and/or renewable energy growth agreements. This meeting shall be 1 to 2 hours.
Provide technical assistance to the town staff in reviewing the final virtual net metering contract and/or renewable energy growth land lease/revenue sharing agreements with the selected developer and answering any questions that staff may have.
Attending a final Town Council virtual meeting for any final questions the Town Council may have before approving a potential virtual net metering contract and/or renewable energy growth land/lease revenue sharing agreements. This meeting shall be 1 to 2 hours.
These consulting services are expected to occur between Q3 and Q4 of 2021.
COMPANY HISTORY
Each Proposer shall submit the following:
Company Profile:
A description of the company including the address of the office that would be conducting the work;
Certificate of Good Standing from the Secretary of State’s Office or out-of-state equivalent;
Number of full-time employees, excluding contractors at the time of submittal; and
Evidence of General Liability insurance limits.
QUALIFICATIONS
Minimum Qualifications
To be a qualified proposer, the Proposer must meet the following minimum qualifications:
Provided similar services with virtual net metering or renewable energy growth tariff type agreements to landowners, municipalities, school department or school districts in Rhode Island or New England states.
References
Must provide a minimum of 3 client references that represent similar virtual net metering or renewable energy growth tariff review and contract efforts. References should include sufficient information to ensure easy contact. This should include names, titles, telephone numbers and e-mail addresses.
EVALUATION
The Town reserves the right to reject any or all proposals, to waive technicalities and informalities, and to accept the Proposal deemed best for the Town.
The Town shall select the Proposal that demonstrates the required qualifications at the lowest cost.
Proposals submitted shall not exceed $25,000.
