Tree Trimming and Cutting
The intent of this invitation to bid is soliciting bids from local qualified tree vendors who are interested in providing tree trimming and mostly tree cutting services for the Town of Foster. The Town will award a two (2) year contract with options to renew contract to the lowest qualified bidder(s) with mutual agreement to extend. The vast majority of tree work in the first two years shall be the removal of hazardous(diseased/decayed) trees along town roads which could take down wires or cause road closures if the trees came down. The Town’s goal is to remove trees deemed hazardous to minimize the negative impact of felled trees caused by future hurricanes, ice storms, blizzards, and any other unnamed storms.
Due to limited funds, the Town is only soliciting bids for trimming and cutting and NOT removal of tree debris. The Town of Foster shall be responsible for removal of all tree debris. The contractor shall be responsible to cut(fell) tree and the Foster Department of Public Works(DPW) will work with and provide traffic control along side with the contractor chipping and removing of tree debris. In working with DPW, the contractor shall cut trees in a manner that the debris is ready to chip in most efficient and timely manner and should all be off roadway towards the end of the work day until DPW can return at a future date. Work day for DPW and Contractor shall be 8 hours from 7:15AM-3:15PM.
Specifications
The Town of Foster is seeking bids for the trimming and cutting (felling) trees by signing a two (2) year contract with an option to renew contract at mutual consent of contractor and Town. The Town may award multiple contracts including potentially primary and secondary contracts.
Successful bidders will be expected to trim and cut trees within the Town of Foster as requested only by the DPW Director and trees shall be marked with caution tape and/ or a white or orange “x” facing road.
Successful bidder shall sign a contract with Town and provide all insurance required by Town.
Requirements
Please note that the Town makes no guarantee of any particular number or any at all of trees to be trimmed or cut.
Trees to be trimmed or cut include but are not limited to those within the road right of way, on vacant land, on private property or on public property.
The work to be performed under this contract includes, but is not limited to, providing of all labor, materials, supervision, equipment, fuel, etc to complete work.
A primary and secondary contractor may be awarded from this invitation to bid.
It is fully expected that the primary contractor shall handle all work needed in Town; however, if unable to perform work the primary contractor shall notify Town and the secondary contractor will be notified to perform work. The secondary contractor will only be notified if primary contractor notifies Town of their inability to perform work
Contract Term: Contract shall be for two years
Contractor shall not cut(fell) any tree without first being directed by DPW Director.
If there is any question as to the exact location of tree to be cut, the contractor shall contact DPW director for clarification.
Only personnel thoroughly trained and skilled in the task of trimming, cutting and felling trees may be assigned for work with contractor.
Bidders shall provide a list of three (3) references.
It is a preference that contractor have five (5) years experience in cutting (felling) trees.
Trees shall be cut three (3) inches above the ground surface unless agreed upon otherwise.
Contractor shall immediately notify utility companies if utilities are damaged during work.
Contractor at all times must have personnel follow all tree care industry standards. The Town shall not be responsible for safety violations of contractor or their personnel.
All work shall be done in a safe manner and comply with all federal and state laws and regulations concerning safety including OSHA, etc.
All equipment shall display proper safety markings and lighting.
The successful bidder shall require its employees to wear all safety equipment.
Traffic safety shall be responsibility of Town as we work along side the contractor.
All bidders awarded contracts will be considered independent contractors and will be required to sign an indemnification clause and provide required insurance information.
The Town reserves the right to reject any or all bids and to accept the bid(s) most beneficial to the Town of Foster.
Town reserves right to inspect equipment/bucket truck prior to award of bid(s).
