Remembering Lieutenant William E. "Billy" Chapman

It is with deep regret that the Foster Police Department announces the passing of retired Lieutenant William E. Chapman, a twenty-seven year member of the Department.  Upon his retirement in 2005, Lt. Chapman remained with the Department on a part-time basis until his illness.  Bill was a well-known and well respected police officer in the town, and beyond.  He loved his job at the Department and it was obvious.  He was always willing to extend a hand, go the extra mile, and always did so in a quiet and unassuming way.  He received a number of awards and commendations throughout his career.  He will be sorely missed.  Read more in the Providence Journal.

The picture was taken in Scituate in the parking lot of the North Scituate Elementary School.  The Police Officers were possibly attending a parade at the time that this photo was taken.
